Stroma Certification’s Public Building Assessor (DEC) training is a two-day course which teaches energy assessors to produce Display Energy Certificates for public buildings. Our DEC Assessor course is approved by ABBE (the Awarding Body for the Built Environment).
By completing our DEC training course delegates can join our DEC certification scheme. The scheme is authorised by the Ministry for Housing, Communities and Local Government (MHCLG). All DEC assessors are regularly audited to maintain assessment standards across the industry. You’re supported by a dedicated and expert technical support team and provided with the software and technical resources to gain a competitive advantage within the public building assessment industry.
Display Energy Certificates (DECs) provide buildings with an operational rating, in terms of energy usage, on a scale of A-G (A being the most efficient). DECs are based on the actual amount of metered energy used by the building over a 12-month period.
A DEC and Advisory Report (AR) are required for public buildings with a useable floor area over 500m2 that are occupied in whole, or in part, by public authorities and by institutions providing public services to a large number of persons, and are therefore frequently visited by members of the public.
Through our partnership with SystemsLink, you can access OR Toolkit software. OR Toolkit enables certificates to be stored alongside existing energy data to make energy assessment of public buildings easer for DEC assessors. Full training is given in the use of the software to process DEC data and lodge the advisory report.
Stroma Certification’s Public Building Assessor training is approved by ABBE. A registration fee of £230 (+VAT) is payable to ABBE upon course completion. We offer DEC training across the UK and can provide the course at a location of your choosing for groups of four or more individuals.

Following course completion, Stroma Certification will award applicants certified status on receipt of a portfolio containing evidence of business skills and a minimum of 3 DECs.
Following course completion, Stroma Certification will award applicants certified status on receipt of your proof of qualification certificate, as well as confirmation of the necessary Professional Indemnity and Public Liability insurance.
