Public Building Assessment Certification (DEC)

Public Building Assessment Certification, or DEC Certification, is provided by Stroma Certification. It allows Public Building Assessors, or DEC Assessors, to carry out energy assessments on public buildings. Our scheme is approved by the Ministry for Housing, Communities and Local Government (MHCLG). By achieving certification, a DEC Assessor can create Display Energy Certificates and Advisory Reports.

What is the DEC Certification Scheme?

Display Energy Certificates provide public buildings with an operational rating, in terms of energy usage, on a scale of A – G (A being the most efficient). DECs are based on the actual amount of metered energy used by the building over a 12-month period. Both a DEC and an AR are required for public buildings with:

• A useable floor area over 1,000m2
• Occupied in whole, or in part, by public authorities and by institutions providing public services to a large number of persons
• Frequently visited by members of the public.
